Frank Coyne a vice president in the Office of the President for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 37 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering over 100 million – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 5.3 million-member Federal Employee Program (FEP).
Coyne’s responsibilities within the Office of the President are strategic planning, program implementation, and leading Blue Plan collaboration. Coyne leads the Association’s OPM Multi-State Program contract negotiations with OPM, as well as Program’s development and implementation in collaboration with Blue Cross and Blue Shield Plans. Other major accountabilities include facilitating and collaborating in developing BCBSA strategic planning, in conjunction with Blue Plans; and operational implementation of major BCBSA programs and services, in conjunction with an internal leadership team.
Since Coyne joined the Association in 1985, he has created and led a range of national initiatives for the Blues, including the development of the BlueCard® program — the Blues premier National Account Program — as well as Medicare Advantage and BlueCard Worldwide®. His leadership of these national programs has included market research, strategy development, and critical business operations.
Coyne earned a bachelor's degree from Tulane University, and a master’s and doctorate from Indiana University.
