Frank Coyne Coyne is Vice President of Operations and Chief Transformation Officer for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 37 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering nearly 100 million – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 5.2 million-member Federal Employee Program (FEP).
As the Association’s Chief Transformation Officer, Coyne is responsible for leveraging the collective strength and innovation of The Blues® to lead the Association and influence the industry to execute on new and evolving healthcare delivery models. His focus includes key strategic initiatives that drive interoperability across healthcare stakeholders, with the goal of differentiating the Blues and leading the industry in facing future market challenges. Coyne also is responsible for leading the Blues’ shared services business, PlanConnexion, and ensuring that the Association and the Blues are prepared for the challenges of the reform market.
Since Coyne joined the Association in 1985, he has created and led a range of national initiatives for the Blues, including the development of the BlueCard® program – the Blues premier National Account Program – as well as Medicare Advantage and BlueCard Worldwide®. His leadership of these national programs has included market research, strategy development, and critical business operations.
Coyne earned a bachelor's degree from Tulane University, and a master’s and Ph.D. from Indiana University.
