Roger Wilson is senior vice president, general counsel and corporate secretary for the Blue Cross Blue Shield Association (BCBSA), a national federation of 37 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering over 100 million people – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 5.3 million-member Federal Employee Program.
Wilson has served as BCBSA’s chief legal counsel since 1986, overseeing BCBSA legal staff and outside counsel. In this capacity, Wilson has directed key revisions to the governing and licensing structure of BCBSA and protection of the Blue Cross® and Blue Shield® service marks. Additionally, Wilson has been responsible for representing BCBSA in the conversion of a number of Blue Cross and/or Blue Shield companies to for-profit, publicly traded companies. He also has led successful challenges to government regulations of Blue companies and defense of BCBSA in litigation and other matters.
Before joining BCBSA, Wilson was a partner in the Chicago law firm of Kirkland & Ellis. He has published and spoken extensively on alternative dispute resolution, antitrust and healthcare mergers and consolidations. He has lectured at the University of Michigan's Blue Cross and Blue Shield National Health Care Institute, Purdue University's Certified Health Consulting Program and Northwestern University's Institute for Business Strategy Development.
Wilson is a member of the Chicago Council of Lawyers (Board of Governors, 1988-92), the American Health Lawyers Association, the American Bar Association (business and health law sections), the Legal Assistance Foundation of Metropolitan Chicago (president, 2006-08, Board of Governors, 1998-present), the Dartmouth Lawyers Association, and the Conference Board's Council of Chief Legal Officers. He was recently featured in the Corporate Counsel Edition of Super Lawyers, the National Law Journal, and the Chicago Daily Law Bulletin.
He is a graduate of Harvard Law School and Dartmouth College.
