William Colbourne is Senior Vice President, Human Resources and Administration for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 37 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering nearly 100 million people – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 5.2 million-member Federal Employee Program (FEP).
Colbourne directs the corporate human resources function, accountable for its strategic direction and management of the executive and non-executive employee benefit and compensation programs, employment, employee relations, and training and career development. He also manages administrative service functions including meeting services, which is responsible for corporate travel and more than 300 external and 1,000 internal meetings per year, and facilities management – managing real estate, lease negotiation, physical plant activities and space planning.
Prior to joining BCBSA, Colbourne held management roles in human resources and administration within the insurance and financial services industries.
Colbourne has led BCBSA to multiple workplace national awards including AARP’s Best Employer for Workers over 50; BusinessWeek’s Best Place to Launch Your Career; and, Modern Healthcare’s Best Place to Work in Healthcare. He is a member of the Lake Forest Graduate School of Business Board of Directors and the Chair of their HR & Compensation Committee. In 2011, he was selected as an HR Honor Roll winner by HR Executive Magazine.
Colbourne earned a bachelor’s degree in Industrial Psychology at the State University of New York. He also earned the Senior Professional in Human Resources and the Professional Academy for Healthcare Management designations.
