Mission

The mission of the Blue Cross and Blue Shield Health Services Research Advisory Council (Council) is to:

Provide strategic guidance to the Blue Cross and Blue Shield Foundation on Health Care and the Blue Cross and Blue Shield Association on a health services research agenda that addresses significant health care issues affecting managed care organizations and the health insurance industry through a national body of recognized experts.

The Council pursues its mission through the following objectives:

  • Provide industry leadership by formulating a topical research agenda for the BCBS Foundation on Health Care
  • Identify original research areas for multi-plan health services research that will advance policy, knowledge and solutions
  • Create a flexible model that has the organizational capacity to conduct independent multi-Plan research in a timely fashion
  • Advise on implications of changes in healthcare delivery and services in the areas of access, cost and quality of care
  • Provide analytical guidance and external funding strategies on proposed studies as needed
