Vice President, Inter-Plan Programs

Frank Coyne is Vice President, Inter-Plan Programs for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies.  The Blue System is the nation's largest health insurer covering 100 million people – one-in-three of all Americans.  It is the largest single processor of Medicare claims in the nation, and holds the world’s largest privately underwritten health insurance contract – the 4.9-million-member Federal Employee Program (FEP).

Coyne is responsible for key National programs that support Blue Cross Blue Shield Plans nationwide, including the BlueCard Program and Blue Plan National Account business. In that capacity, he has responsibility for market research, strategy development, and critical business initiatives that support the Blues' leadership nationally.  He also oversees national business initiatives such as Medicare Advantage, the BlueCard Worldwide Program and Plan pre-sales support services. 

Coyne joined the Association in 1985, concentrating primarily on inter-Plan business initiatives.  He has led BlueCard and National Account initiatives for nearly 15 years, focusing on business strategy, planning, business policy and performance, program operations, and emerging National Account market requirements.

Coyne earned a bachelor's degree from Tulane University, and a Masters and Ph.D. from Indiana University.

He resides in Naperville, a suburb of Chicago, with his wife and two daughters.
