Vice President, Federal Employee Program
Jena Estes is vice president of the Federal Employee Program for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering nearly 100 million people – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world’s largest privately underwritten health insurance contract – the 4.9-million-member Federal Employee Program (FEP).
Estes serves as the chief operating executive over the largest, nationwide carrier in the FEHBP. The Federal Employee Program is a $20 billion program with almost 60 percent of the federal market. Estes is accountable for ensuring the overall success of the Program, providing strategic leadership and direction over operations of the Program to achieve business results, operational excellence, member satisfaction, Plan performance, financial stability and compliance.
Estes has more than 20 years' experience in the healthcare industry. Throughout her career with the Association, she has served numerous in leadership roles, including executive director of Program Integrity, which included Audit, Finance, Compliance, Procurement and Business Performance; and managing director of Finance and Program Administration for the Federal Employee Program. She has worked extensively advising local Blue Cross and Blue Shield Plans over the years in areas of effective internal control and monitoring systems, administration of programs, promoting an enterprise-wide risk management framework for assessing and managing business risks, effective cost management and operational efficiencies.
In her current role, she is responsible for overseeing the day-to-day operations of the Program, providing strategic leadership and direction over product and business development, compliance, contract negotiations, pharmacy programs, policy, finance, budget and operations. She also directs all Plan and customer alliances to assure effective execution of business objectives and customer satisfaction.
Prior to joining the Blue Cross and Blue Shield Association, she served in various capacities with an HMO in the Washington, D.C., metropolitan area where she was instrumental in launching the internal audit function for the organization.
She is a graduate of the University of Texas at Austin and a licensed Certified Public Accountant in Maryland.
