Paul Brown is Vice President and Deputy General Counsel of the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies collectively providing healthcare coverage for more than 100 million individuals - one-in-three Americans.
Brown manages the day-to-day operations of a Law Department of 18 attorneys. Along with BCBSA's General Counsel, Brown provides legal advice to BCBSA's Board of Directors, Board standing committees, CEO and Association senior staff. He also advises on matters of corporate governance, intellectual property, antitrust and competition, government programs, contracts, employee benefits and employment law.
In addition, Brown provides support in the areas of crisis management, media and government relations, as related to legal issues.
He graduated magna cum laude from the University of Utah with dual bachelors' degrees in Philosophy and Political Science. He received his law degree, cum laude, from Northwestern University School of Law.
After graduation from law school, Brown served a one-year term as a law clerk to the Hon. James L. Ryan of the United States Court of Appeals for the Sixth Circuit. Prior to joining BCBSA in 2002, Brown was a partner in the Chicago office of Kirkland & Ellis.
He and his wife, Sharon, have three daughters and reside in Wilmette, a suburb of Chicago.
