Shirley S. Lady is Vice President, Business Informatics/Blue Health Intelligence for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies.  The Blue System is the nation's largest health insurer covering 100 million people – one-in-three of all Americans.  It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 4.9-million-member Federal Employee Program (FEP).

The Blue System is the nation's largest insurer and managed healthcare provider, collectively providing health coverage for more than 100 million individuals - one-in-three Americans.

Lady has been with the Association since October of 1996.  Her previous roles within BCBSA include Managing Director, Managed Care within the Federal Employee Program (FEP) and Executive Director, Integrated Health Resources.  In this position, Lady brought a wealth of knowledge within policy development oversight and strategic direction to the FEP related to Managed Care and Pharmacy Programs.   Additionally, she served as liaison for BCBSA and Plan interests to government agencies and various accrediting bodies.

In March of 2005 Lady was appointed to the newly created position of Executive Director of Business Informatics supporting the Association's Blue Health Intelligence (BHI) Initiative and the growing area of Informatics for the Blue Enterprise.  BHI is a strategic initiative by participating Plans, BCBSA and Consortium Health Plans to offer a robust, multi-Plan, "health Intelligence database" that will aggregate medical, drug and other critical information from participating Plans into a centralized data warehouse.

Lady's educational background includes a law degree from Indiana University, as well as a Master's degree in history.  Prior to joining the Association, she worked at Prudential Healthcare Group where she served as Executive Director responsible for PPO, Point of Service, HMO, and Medicare risk products.  Other experiences she brings to her position include Counsel, Indiana Commissioner of Insurance; Vice President, Health Plus HMO.
