Senior Vice President, National Programs

Steve Gammarino is Senior Vice President, National Programs, for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, locally operated Blue Cross and Blue Shield companies.  The Blue System is the nation's largest health insurer collectively providing healthcare coverage for 100 million people – nearly one-in-three of all Americans.

Gammarino oversees BCBSA's Federal Employee Program (FEP), which administers the largest privately underwritten health insurance contract in the world – serving more than 4.8 million active and retired federal employees, and with premium income exceeding $ 21 billion.  Under Gammarino's leadership, FEP has gained more than 1.3 million members since 1995, and now serves 60 percent of the federal market.

Through BlueCard, he also is responsible for ensuring that Blue Cross and Blue Shield companies are able to provide seamless service to major employers throughout the United States.  BlueCard, has grown significantly over the past few years and now serves more than 25 million Americans.  In addition, he oversees Blue Cross and Blue Shield's National Labor Office, which coordinates numerous programs with the leadership of leading national labor organizations.

Among numerous industry affiliations, Gammarino is a board member and former chairman of the URAC Board of Directors, a healthcare accrediting organization.
