Vice President and Chief Technology Officer
William O'Loughlin is Vice President and Chief Technology Officer of the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering nearly 100 million people – one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 4.9-million-member Federal Employee Program (FEP).
O'Loughlin's responsibilities include the development and support of all software applications used by the Association, including a portfolio of over a dozen proprietary software products used by the Blue Cross and Blue Shield companies nationwide to support BlueCard® and National Account business, and the development and implementation of a long term product architecture to strengthen the Blue System's strategic capabilities.
Before joining BCBSA in 2006, O'Loughlin was Executive Vice President and Chief Operating Officer of SecureCARE Technologies, Inc., a company that specializes in providing internet-based document exchange and e-signature solutions for the healthcare industry.
Prior to SecureCARE, he was with Empire Blue Cross and Blue Shield for over 31 years holding numerous management and line positions in both information technology and business operations, including the position of Senior Vice President and Chief Information Officer.
O'Loughlin earned a master's in business administration from New York's Baruch College, graduating Beta Gamma Sigma, and earned a bachelor of science in computer science from Brooklyn College. |
