Senior Vice President, Human Resources and Administration

William Colbourne is Senior Vice President, Human Resources and Administration for the Blue Cross and Blue Shield Association (BCBSA), a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies.  The Blue System is the nation's largest health insurer covering nearly 100 million people – one-in-three of all Americans.  It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the 4.9-million-member Federal Employee Program (FEP).

Colbourne oversees human resources and administrative service support functions, including employee benefit and compensation programs, recruitment, employee relations and training and development. He also supervises meeting services, as well as corporate travel and facilities – managing real estate, physical plant activities and space planning.

Prior to joining BCBSA, Colbourne held management roles in human resources and administration within the insurance and financial services industries.

He earned the Senior Professional in Human Resources and the Professional Academy for Healthcare Management designation. He is a member of the founding board for the National Business Group on Health's obesity initiative.

Colbourne earned a bachelor's degree in Industrial Psychology at the State University of New York at Binghamton.  

He and his wife, Lee, reside in Deerfield, a suburb of Chicago.
