National Programs
This team demonstrates our value to BCBS Companies in helping them sustain a competitive advantage in their markets. We collaborate with BCBS Companies to enhance products and services, lower administrative costs and increase customer satisfaction. National Programs is comprised of three divisions: Inter-Plan Programs, the Federal Employee Program
® and the National Labor Office.
Inter-Plan Programs (IPP)
IPP provides a range of services and product support for local and National Account business. Areas of focus include supporting Blue Companies with new National Account and Medicare products, pre-sales activities and account implementations; enhancing provider satisfaction with national programs, leveraging Blue information assets and enhancing Blue network options.
The Federal Employee Program (FEP)
FEP provides leadership in collaboration with BCBS Companies and the Office of Personnel Management (OPM) to assist and simplify the delivery of quality, affordable healthcare services to federal employee members.
The National Labor Office (NLO)
Established in 1965 to demonstrate the System's strong commitment to building successful relationships with organized labor, the NLO works closely with international unions to keep them abreast of new developments in healthcare.
Office of Clinical Affairs (OCA)
OCA develops solutions to strengthen the prestige, credibility and competitive position of Blue Companies. OCA strives to promote affordable, high-quality healthcare, and provide prudent and effective management of care.
Office of Policy and Representation (OPR)
OPR identifies federal legislative and regulatory issues that affect Blue Companies' business in order to build consensus on BCBSA's legislative and regulatory policies and priorities.
Legal and Governance
Legal and Governance provides legal advice to the BCBSA Board, its committees and work groups, supports Blue Companies through a variety of legal initiatives, protects the valuable Blue Marks throughout the world, and provides legal services to BCBSA and its divisions.
Brand Protection and Financial Services (BPFS)
BPFS protects and enhances the Blue Brands by administering license agreements and membership standards, financial and service performance monitoring programs, and license termination and the re-licensure processes.
Information Technology
The IT division advances the Blue System strategy by providing technology-related consultative services, transformational capabilities and software development solutions that fuel our growth and ongoing viability in the marketplace.
Blue Health Intelligence(BHI®)
BHI provides robust healthcare data that enables an evidence-based approach to delivering higher quality care, improved health and cost containment.
Strategic Services
This division spearheads major initiatives to increase Blue Cross and Blue Shield companies' competitive strengths, support Blue Companies' operations and enhance the Blue Brands.
Internal Audit
Internal Audit assists management and the BCBSA Board by evaluating BCBSA's financial, operational and administrative controls. The division also is responsible for internal compliance and ethics activities, and for providing Blue Company support in national anti-fraud and internal audit Quality Assessment Review activities.
Human Resources
The HR department collaborates with BCBSA's business units, providing management, professional guidance, direction and support.
Meeting Services
Meeting Services manages all external and internal meetings, as well as all aspects of the corporate travel program.
Facilities Management
Facilities Management is responsible for providing a safe and secure work environment, as well as coordinating and managing construction, lease administration and property disposal.
Finance
This division partners with our customers on a regular and project basis to provide expert and valuable financial advice. The corporate purchasing area within Finance ensures that quality goods and services are obtained in compliance with BCBSA and federal government purchasing policies.
National Employee Benefits Administration (NEBA)
NEBA provides customer-driven retirement and disability benefit program services to strengthen Blue companies and help ensure financial security for Blue employees.
