Finance. This division provides leadership to BCBSA internal financial reporting, treasury and investing, financial decision support, organizational budgeting and financial transactions processing.  In addition, the division oversees National Employee Benefits Administration.

Human Resources and Administrative Services.  This division provides manages recruitment, training and consulting services that support the Association's evolving business needs.  In addition, the division administers BCBSA meetings and facilities services, and designs, implements and communicates employee benefit and compensation programs.

Information Technology.  IT provides high quality, cost effective technology programs, solutions, strategy and services to the Association and the system of Plans.  The IT division consists of four major units: National Program Technologies which provides support for the BlueCard and FEP Programs; Corporate Information Technology which provides support to BCBSA departments and employees; Enterprise Architecture Services which ensures the architectural integrity and consistency of BCBSA's systems; and Program Management which provides financial management, administrative support and documentation services to IT.

Legal and Governance.  The Legal department provides legal services to BCBSA governance system and internal divisions and provides information to and networking/educational opportunities for Plan counsel.  The Brand Protection and Financial Services department manages BCBSA's licensure and monitoring programs.  The group also provides expert technical advice on Blue financial, actuarial and federal tax issues, and is a clearinghouse for Blue company performance information.

National Programs.  FEP manages the Federal Employees' contract -- the largest privately underwritten health insurance contract in the world – which enrolls more than 4.1 million federal government employees, dependents and retirees.  Integrated Health Resources develops and delivers healthcare solutions related to pharmacy, medical management, network management and quality initiatives.  National Account Support provides support services to Plans related to the retention of and sales of national accounts.  BlueCard Alliances manages the BlueCard Program.  The National Labor Office provides fee-for-service relationship management services with national labor organizations.

Office of Clinical Affairs.  The Office of Clinical Affairs division represents BCBSA and the Blue System with organized medicine, governmental entities, national media and accrediting organizations.  In addition, the division provides clinical information services to Blue company Medical Directors through the Technology Evaluation Center and the Medical Policy Reference Manual.

Office of Policy and Representation.  This division shapes and leads national health policy, legislation and regulations.  In addition, the division provides clearinghouse services on federal and state policy, legislative trends and regulation implementation.  The division also works with national organizations of state officials and manages BCBSA's PAC.

Strategic Services.  Strategic Consulting Services is a fee-based, confidential Blue company consulting and BCBSA strategic analysis resource.  The Business Development group develops, negotiates and implements strategic partnerships and national accounts on behalf on the Blue System.  The Brand Marketing and Communications department has national brand management responsibility including brand research, media and public relations and public issues activities.  The division also has an International group that expands the use of the Brands outside the United States, an Education and Training Services group and a department that provides fee-based consulting for Plan senior market products and services.
