The Labor Certification Program (LCP) was developed in a partnership with the AFL-CIO nationally recognized National Labor College. The goal of the LCP is to educate, train, and sensitize the Blue Plans’ labor representatives to all aspects of working with labor. This program is held once a year to review labor history, labor law, collective bargaining, and Taft-Hartley. The program also describes the relationship of labor to the Blue System and how labor and the Blues can work together.
