Blue Cross Of Northeastern Pennsylvania Names New Senior Medical Director And New Market Director, Western Region

WILKES-BARRE – Blue Cross of Northeastern Pennsylvania (BCNEPA) recently added Quentin Thomas Novinger, MD, F.A.A.P., to its staff as a Senior Medical Director, Utilization Management.

Dr. Novinger has more than 25 years of experience as a Medical Director in the areas of Medical Informatics and Utilization Management.  He most recently held the position of Medical Director, Health Services & Medical Informatics with Geisinger Health Plan.

In his new role, Dr. Novinger will lead BCNEPA's efforts in care cost management and will provide clinical guidance within the organization.

Dr. Novinger is a graduate of Bucknell University, Jefferson Medical College and holds an MBA from the University of Massachusetts. He is Board Certified in Pediatrics, and as a practicing pediatrician, advocates for abused and neglected children.

Additionally, George M. Johnson, Jr. has joined Blue Cross of Northeastern Pennsylvania (BCNEPA) as Market Director, Western Region.

Mr. Johnson will oversee large and small group sales and account management for BCNEPA's customers in Bradford, Clinton, Lycoming, Sullivan, Susquehanna, Tioga and Wyoming Counties.  He will also manage the individual sales staff at BCNEPA's Western Region office in Williamsport, Pa.

Mr. Johnson has extensive experience in health insurance sales and account management, including previous positions as: Manager, New Business Small Group Sales for Capital Blue Cross in Harrisburg, Pa.; Manager, Keystone Health Plan Central HMO Sales and Marketing for Capital Blue Cross; and Director, Sales and Marketing, Clarity Vision for Highmark Blue Cross Blue Shield in Pittsburgh, Pa.  He is also a Licensed Producer with the Pennsylvania Insurance Department.

Mr. Johnson received his B.A. in Political Science from Saint Joseph's University in Philadelphia, Pa.  He serves on the Board of Directors of the Kidney Foundation of Central Pennsylvania (KFCP), and has volunteered his time as a musician with KFCP's Kidney Rock fundraiser and for the United Way's annual Day of Caring.
