Carole Redding Flamm, M.D., MPH

Carole Redding Flamm, M.D., is Executive Medical Director in the Office of Clinical Affairs at the Blue Cross and Blue Shield Association, a national federation of 39 independent, community-based and locally operated Blue Cross and Blue Shield companies.

Dr. Flamm provides leadership and strategic direction in developing programs to evaluate and improve the quality, safety and health outcomes of care experienced by Blue Cross and Blue Shield Plan members, through collaboration with the providers to whom their care is entrusted.  She also manages and provides clinical oversight to the many quality-based Blue Cross and Blue Shield Association initiatives including Blue Distinction Centers for Specialty Care® programs in transplants, bariatric surgery, cardiac care, and evolving programs in cancer care.  Dr. Flamm is actively involved in the Blue Cross and Blue Shield Association's collaborative efforts to explore the patient-centered medical home, a patient care model that places the patient and primary care practice at the center of care.

Dr. Flamm has served on various advisory committees including the Medicare Evidence Development and Coverage Advisory Committee as a voting member and the Maternal and Child Health Benefits Advisory Board at the National Business Group on Health.  She has made numerous presentations in support of clinical collaboration to improve quality and affordability.

Prior to her current position, Dr. Flamm was Associate Director of the Association's Technology Evaluation Center (TEC) conducting systematic reviews of the medical literature and providing leadership in evidence-based decision making for new medical technologies.  Prior to her work at the Association, Dr. Flamm completed a fellowship in clinical epidemiology and health services research at the Brigham and Women's Hospital in Boston.  She is board-certified in diagnostic radiology and was an instructor in radiology at Harvard Medical School and an Associate in Radiology at Beth Israel Hospital in Boston, Massachusetts.

Dr. Flamm received her medical degree from the University of Pennsylvania, and holds a master's degree in public health from Harvard.  She completed her undergraduate studies summa cum laude at the University of Virginia.
