Bert Marshall was named the seventh leader in the 68-year history of Blue Cross and Blue Shield of Oklahoma in June 2008, accepting the position of President.  Previously, as Vice President of Property and Casualty/External Operations, Marshall was responsible for GHS Property and Casualty Insurance Company, BlueLincs HMO, Advertising, Public Relations, Government Relations and the Oklahoma Caring Foundation.  He joined Blue Cross and Blue Shield of Oklahoma in 1996.

Marshall attended the University of Oklahoma from 1974 through 1978.  After earning a degree in economics, Marshall attended the University of Oklahoma College of Law where he received his Juris Doctor in 1981.

Following graduation, Marshall joined the Oklahoma Insurance Department where he served as a staff attorney until being named General Counsel and later Deputy Insurance Commissioner.

In 1990, Marshall entered private practice with a law firm specializing in insurance and government relations.  He then joined an Oklahoma insurance company as Vice President and Director of Operations with responsibility over the company's group accident and workers' compensation program.

Mr. Marshall serves on the Boards of Central Oklahoma Habitat for Humanity and United Way of Central Oklahoma.  He is a member of the Oklahoma Bar Association and Oklahoma County Bar Association.  Marshall is the past chairman of the Insurance Commissioner's Property and Casualty Council and currently serves on the Boards of the Oklahoma High
