Terry J. Cooney is the Vice President of Investments & National Employee Benefits Administration for the Blue Cross Blue Shield Association (BCBSA), a national federation of 36 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation’s largest health insurer covering one-in-three of all Americans.
In his role leading the National Employee Benefits Administration (NEBA) team, Cooney is responsible for overseeing $13.3 billion of Blue Plan and participants’ assets. He leads NEBA’s fast changing and expanding product offering, which includes pension management and administration ($5.3 billion in assets), a National 401(k) program ($7.8 billion in assets), national disability programs, executive benefits and retiree health funding. Additionally, he oversees the investment management and treasury operations functions for BCBSA.
Cooney has been with BCBSA since 1994 and joined the NEBA team in 2010. Prior to his current role, he held several senior management positions at BCBSA including Executive Director, National Programs, Chief Marketing Officer of Blue Healthcare Bank and Managing Director, Financial and Actuarial Services.
His many years in the finance and health insurance fields include positions at Allstate, MetLife and his own independent insurance brokerage and consulting firm. His diverse career includes extensive financial management experience as well as sales, marketing and operations management.
Cooney was born and raised in the Chicago area and is a graduate of DePaul University.
