The Blue Cross Blue Shield Association is an association of 36 independent, locally operated Blue Cross and/or Blue Shield companies.
William O'Loughlin is vice president and chief information officer of Federal Programs for the Blue Cross Blue Shield Association (BCBSA), a national federation of 36 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation's largest health insurer covering one-in-three of all Americans. It is the largest single processor of Medicare claims in the nation, and holds the world's largest privately underwritten health insurance contract – the nearly 5.4-million-member Federal Employee Program (FEP).
He is responsible for Information Technology support for the Federal Employees Program (FEP) and the Office of Policy and Representation (OPR) at the Washington, DC office. Just prior to this appointment he was the Vice President for Blue System Operational Readiness to meet and implement the numerous technical and business requirements of the Patient Protection and Affordable Care Act (PPACA). Just previous to this he was Vice President and Chief Technology Officer with responsibility for the development and support of all transactional and informatics software applications and data warehouses which included a portfolio of over two dozen proprietary software products used by the Blue Cross and Blue Shield companies nationwide to support BlueCard®, National Account business and Blue Health Intelligence (BHI).
Before joining BCBSA in 2006, O'Loughlin was Executive Vice President and Chief Operating Officer of SecureCARE Technologies, Inc., a company that specialized in providing Internet-based document exchange and e-signature solutions for the healthcare industry.
Prior to SecureCARE, he was with Empire Blue Cross and Blue Shield for over 31 years holding numerous management and line positions in both information technology and business operations, including the position of Senior Vice President and Chief Information Officer.
O'Loughlin earned a Master in Business Administration from New York's Baruch College, graduating Beta Gamma Sigma, and a Bachelor of Science in computer science from Brooklyn College.
