Barbara Morales Burke is vice president of health policy and chief compliance officer for Blue Cross and Blue Shield of North Carolina (BCBSNC), helping to carry out the company’s vision to be a leader in improving the state’s health care system.
As chief compliance officer, Barbara Morales Burke oversees Blue Cross and Blue Shield of North Carolina’s compliance with existing laws and regulations governing the insurance industry. And in her role as vice president of health policy, Morales Burke’s team shapes proposed regulations, evaluates new laws for their business implications and helps guide the company through regulatory implementation.
A 25-year veteran of health insurance and regulatory affairs, Barbara has extensive expertise in health insurance regulation and public policy. Before coming to BCBSNC, she served as the chief deputy commissioner for the North Carolina Department of Insurance. Morales Burke holds a business degree from Fordham University and a master’s degree in health care administration from UNC-Chapel Hill.
