Jennifer Vachon is executive vice president and chief of staff of the Blue Cross Blue Shield Association (BCBSA), a national federation of 36 independent, community-based and locally operated Blue Cross and Blue Shield companies. The Blue System is the nation’s largest health insurer covering one-in-three of all Americans.

Vachon has overall accountability for BCBSA’s commercial markets and data strategy efforts, including BlueCard, Blue Distinction, the National Labor Office and data services. She also oversees BCBSA’s administrative services organization, including human resources, facilities and enterprise program management. As chief of staff, she helps set the organization’s leadership agenda, creating and measuring against corporate objectives and integrating the efforts of BCBSA’s senior leadership team, as well as representing the Office of the President with internal and external audiences.

In her two decades with BCBSA, Vachon has held a wide variety of leadership roles. She led marketing and communications, as well as market and competitive research in support of strategy development for major business segments including national accounts, senior markets and consumer markets.

Prior to joining the Association in 1995, she was manager of business development at Northwestern Memorial Hospital, where she was responsible for identifying and implementing new opportunities for growth and business expansion. She also served as health policy analyst for the Metropolitan Planning Council, a nonprofit civic organization that researches critical policy issues and provides a platform for business leaders to influence public policy.

Vachon earned a master’s degree in health policy from the University of Chicago and a bachelor’s degree in economics cum laude from Union College in Schenectady, N. Y.
