Biography

Jennifer Vachon is Executive Vice President at the Blue Cross Blue Shield Association (BCBSA), a national federation of 36 independent, community-based and locally operated Blue Cross and Blue Shield (BCBS) companies. The BCBS System is the nation’s largest health insurer, covering one-in-three of all Americans.

In this capacity, Vachon has overall accountability for BCBSA’s work in the strategic areas of policy and representation, commercial markets and enterprise data solutions. She oversees a team of experts in Washington, D.C., dedicated to educating elected officials, policymakers and influencers and shaping public policy on behalf of the BCBS System. Her teams also develop and maintain key shared infrastructure and capabilities on which individual BCBS member companies rely to compete on a national scale, including healthcare provider network and other national account solutions, inter-Plan transactional processes and systems and the world’s largest commercial health data resource. She also oversees BCBSA’s administrative services organization, including human resources, the office of the President, facilities and enterprise program management.

In her more than two decades with BCBSA, Vachon has held a wide variety of leadership roles. She served as the organization’s chief of staff for six years and previously led its marketing and communications functions, as well as market and competitive research in support of strategy development for major business segments including national accounts, senior markets and consumer markets.

Earlier in her career, she was manager of business development at Northwestern Memorial Hospital, where she was responsible for identifying and implementing new opportunities for growth and business expansion. She also served as health policy analyst for the Metropolitan Planning Council, a nonprofit civic organization that researches critical policy issues and provides a platform for business leaders to influence public policy.

Vachon earned a master’s degree in health policy from the University of Chicago and a bachelor’s degree in economics cum laude from Union College in Schenectady, New York.
