Blue Cross Blue Shield Association Announces Senior Leadership Appointments

CHICAGO - Today, the Blue Cross Blue Shield Association (BCBSA) announced four executive appointments to strengthen its leadership across health care policy, advocacy, operations and communications and marketing.

These appointments underscore BCBSA’s commitment to driving innovation and advancing policies that improve access, affordability and quality of care for the one in three Americans the Blues collectively serve.

Corey McCarty, senior vice president of business operations:

Corey McCarty brings deep operational experience in Medicare and Medicaid, which he will tap to guide BCBSA’s efforts to improve the Medicare Advantage experience for members served by the Federal Employee Program (FEP). FEP provides quality health care coverage to 5.5 million federal employees and one million retirees.

Prior to joining the Association, McCarty served as senior vice president and market president of the Commonwealth Care Alliance, which aims to serve those dually eligible for Medicare and Medicaid and supports members with complex physical and behavioral health needs.

McCarty also spent time at Blue Cross Blue Shield of Rhode Island, where he led a high-performing Medicare Advantage plan after holding key business and operational leadership roles.

Rebecca D’Amico, vice president of business operations:

Rebecca D’Amico is moving into the role of vice president of business operations after serving as vice president of strategy and chief of staff to BCBSA’s president and CEO, Kim Keck. Her leadership will be instrumental in establishing strong operational foundations and shaping the Blues’ Medicare Advantage strategy.

In her previous role, D’Amico helped align the 33 Blue Cross and Blue Shield companies around initiatives focused on health care affordability and addressing barriers to care.

Amanda Lincoln, vice president of policy and advocacy:

Amanda Lincoln joins BCBSA to drive policy solutions that help Americans receive the care they need at the most affordable cost. A key public representative of BCBSA, Lincoln will engage with national and state policymakers and industry leaders to help advance the Blues’ roadmap to tackle the root causes of rising costs through common-sense solutions.

Lincoln served in high‑ranking positions on Capitol Hill for more than a dozen years, building a reputation for forging bipartisan solutions and advancing complex legislation. Most recently, she was staff director of the Senate Health, Education, Labor, and Pensions Committee and chief advisor to Sen. Bill Cassidy, the Committee’s chair. In that role, she managed the Committee’s agenda and led policy, legislative, media and coalition strategy across its broad jurisdiction.

Katie McBreen, vice president of strategic communications and marketing:

BCBSA’s Brand Strategy and Marketing teams will merge with the Communications team and be helmed by Katie McBreen. This restructuring will help strengthen BCBSA’s voice and market presence, while also unifying our messaging strategy and reinforcing the Blues’ commitment to providing quality coverage at an affordable price.

McBreen previously oversaw BCBSA’s integrated communications function, which encompasses external communications, storytelling, digital, creative strategy and issues management.
