David Yoder

Senior Vice President, Federal Employee Program

David Yoder is senior vice president, Federal Employee Program, for the Blue Cross Blue Shield Association (BCBSA), a national federation of independent, community-based and locally operated Blue Cross and Blue Shield (BCBS) companies. 

Yoder directs the activities of the BCBS FEP for BCBSA. Under his leadership, FEP serves 66 percent of the federal market. Yoder also oversees the BCBS Dental and Vision products within the Federal Employee Dental and Vision Programs (FEDVIP) marketplace, which includes active and retired U.S. Military members and their families.

With more than 20 years of experience managing and overseeing health plans’ clinical and business operations, including the past 11 years at BCBSA, Yoder was previously the vice president of member care and benefits for BCBSA FEP and served 6½ years of active duty in the U.S. Navy, during which time he was awarded the Navy Achievement Medal for his work on Pharmacy Automation systems.

Yoder also works closely with the University of Maryland School of Pharmacy, where he holds an Associate Professor appointment. In 2018, he was awarded the prestigious Key to Pharmacy Hall in recognition of his long history of working with the university as well as acting as a mentor to many doctoral and Ph.D. candidates. In addition, he has co-authored several peer-reviewed article publications.

Yoder received his Doctor of Pharmacy from the University of Maryland and his Master of Business Administration from the University of Baltimore.
