Scott Winter promoted to senior vice president and chief financial officer at Arkansas Blue Cross and Blue Shield

Little Rock, Ark. — Scott Winter has been promoted to senior vice president and chief financial officer at Arkansas Blue Cross and Blue Shield. 
 
As CFO, Winter will report directly to Curtis Barnett, president and chief executive officer of Arkansas Blue Cross. He will have responsibility for actuarial services, internal controls, audit and compliance, financial operations, capital management and facilities management. 
 
Winter joined Arkansas Blue Cross in June 1996 as a staff accountant. He has held the positions of Health Advantage controller, lead executive for Enterprise Financial Reporting, and vice president of Financial Services. 
 
Winter earned his bachelor’s in business administration from the University of Central Arkansas in 1992 and his CPA in 1996. He is on the executive committee of the NLR Chamber of Commerce and treasurer of the Blue & You Foundation for a Healthier Arkansas.
