Savings estimates for options to reduce spending on health care and private insurance premiums

Published January 24, 2023

The cost of health insurance is unsustainable. To address the root causes of these rising costs, the Blue Cross Blue Shield Association (BCBSA) has put forth a comprehensive proposal—Affordability Solutions for the Health of America—to policymakers that would reduce health care costs by approximately $767 billion over 10 years. To derive these estimated savings, Philip Ellis, president of Ellis Health Policy, Inc. and formerly with the Congressional Budget Office, analyzed BCBSA’s policy solutions and calculated the cost savings they would have to make health care more affordable for Americans.
